GERMAN GOVERNOR'S REPORT TO THE KAISER. "By Telesraph—Press Association—Copyright y London, August 3. A Berlin official message says:—"Dr. Seitz, Governor of South-West Africa, Las. reported to the Kaiser: "I was obliged to surrender 3400 troops who irero surrounded by the enemy, in greatly superior strength. Every prospect of successful resistance was excluded, because wo were cut off from our base and it was impossible to break through owing to the condition of the horses, which bad been without oats for months."
