Herr von Jagow.said: "King Leopold put a greater burden on Belgium's shoulders than she can carry. Befgium is not rich, enough to carry out 1 her Congo enterprise, and she will have to givo it up." Herr Jagow continued that the great Powers alone wero in a position to colonise, and in view of the .economic transformation of Europe'the small nations could not longer enjoy an independent existence. ; M.
