A Belgian Grey Book contains a letter,from Baron;Beyers, then Belgian Minister at Berlin, proving that .four months before tho war. Herr von Jagow proposed the partition, of. the Belgian Congo and tho suppression of Belgium on the list of independent nations. Herr von Jagow (German Foreign ■ Minister) invited M. Cambon to a private conference, at which ho suggested ■that Germany, France, and Britain to como to an understanding retarding tho projected railways in Africa. 1 M. Cambon suggested that. Belgium Should also bo invited. I Herr yon Jagow replied: "By no tacaus—our agreement would be at Belgium's expense." , M. Cambon said: "I don't understand." Herr von Jagow.said: "King Leopold put a greater burden on Belgium's shoulders than she can carry. Befgium is not rich, enough to carry out 1 her Congo enterprise, and she will have to givo it up." Herr Jagow continued that the great Powers alone wero in a position to colonise, and in view of the .economic transformation of Europe'the small nations could not longer enjoy an independent existence. ; M. Cambon retorted: "Those are not 1 the viows of England and France." . Herr von Jagow then said: "I am speaking as a private person, not as Secretary of 'State." 1 M. Cambon, however, informed M. Beyers.
