But if Germany can ccme to an arrangement of this kind with, and ill'relation to, England, why cannot it do the same in regard to France and Belgium, arid Russia? Reims Cathedral is still occasionally N shelled; but since, as we understand, ' Germany would no longer take that barbarous course if Re'ms were in England, it is difficult to understand why tliat wanton-type of destruction should \ continue in France."
