The Isars rescript acknowledges the proof of the people's determination to devote their strength to equipping the Army. The national unanimity gives unshakable assurance of a brilliant future.. The rescript appeals to the. people to strengthen the resolution to carry on the straggle until there is'complete triumph. Unless the enemy is crushed peace will be. impossible. All the thoughts of the country must be directed to satisfying, the Army's needs. The rescript adds that the Tsar recognises the necessity of advancing the date of the reopening of Parliament, which will reassemble early. RUSSIAN PRESS SUGGESTS ALLIED ARMY COUNCIL. (Rec. The Germans transformed the sugar refinery at Skiernievice (Poland) into a munitions factory, but an explosion destroyed the greater part of "tho building. The Germans shot several local people, alleging that tho occurrence was intentional.
