ONE CAUSE OF SHORTAGE,

From time to time news comes to hand of the delay in the loading and discharge of vessels at British ports. One very striking case has been reported to the Prime Minister. The Delphic, one of the ships trading regularly to the Now Zoaland coast, was three weeks in an English port before the discharging of her cargo was commenced, the' delay being due to the congestion existing at all the docks owing to the handling of munitions of war and foodsupplies for the armies of the Allies, and the dispatch or transports. The case of the Delphic is probably by no means a singular one, and these delays tend to accentuate the shortage of tonnage here. The Prime Minister has telegraphed to the Board of Trade asking that the Delphic be sent out to New Zealand in ballast.
