• SPEECH IN THE GERMAN REICHSTAG (Rec. March 11, 8.30 p.m.) London, March 11. Tlie Reichstag has opened. The Presidential address declared that "from the Vosges to the Channel, from the Baltic to the Bukowina, our armies are standing like a '.vail of steel. The brav6 Turks are guarding the Dardanelles, which the_ Anglo-French forces are vainly trying to conquer, and are also threatening Egypt."

A report from Berlin states that the German Imperial Budget estimates a surplus for the current year of £1,900,000, and asks for a credit of £fl0O;OOO,OOO to finance the war until the late Autumn.
It states that the German finances are more favourable than the Allies, England l furnishing the only noteworthy loan success. _ No polioy of starvation or strangulation would, qut off Germany's life-breath, and an honourable peace would amply atone for all the sacrifices. The future would be Germany's.
