"Honestas." —(1) A. special license foT marriage .is only issued by the Arch- • bishop, of- Canterbury (or his representative) for persons to be married without the publication of banns, and at a time or place other than prescribed by law/ If you mean an ordinary marriage license (which has nothing to do with the Church), such may be obtained by anyone after three days' residence in. the district. . (2) Such a license may be obtained during office hours—from 9 a.m. to 4 p.m. There would be nothing to prevent you taking out a license, and leafing' iown the same day—provided, as you soy, all was in order. (3) The Registrar would marry you a t any time within office hours.
"Interested."—Orders-in Council which haveHbeen made under the provisions of the Defence of the Realm Act, passed on August 8, make espionage a military offence, to be tried by courtmartial. The maximum pun.ishment under the Act itself is penal servitude.for life. If dealt with outside the Act, ae a war crime, the death penalty can be" imposed. These provisions have been made by the Home Office (of which Mr. M'Kenna ' is Secretary), _ acting in conjunction with the Admiralty and the War Office. ,
