DIRECT CHALLENGE BY MR. HOLMAN

MANAGEMENT OF CAUCUS AFFAIRS HINT TO THE SPEAKER By Telesraph—Press Aseoeintion— Copyrieht Sydney, April 22. A' meeting of the Executive Council took.the first step towards the creation of a new portfolio—that of Public Health—by deciding in favour of the appointment of Mr, Flowers (vice-presi-dent of the Executive Council), who enters on his duties forthwith. The position is an unsalaried one. Mr. Holmaii, the Premier, made a direct challenge to Mr. Meagher (Speaker of the Legislative Assembly), to test where each stood in the management of caucus affairs. He said: "It is evident Mr. Meaghor is dissatisfied with my management. That being so, there, are only two courses before him —to move.that I be no longer leader, or to withdraw from the party with whose management he is dissatisfied."
