Mr. Austen Chamberlain (Unionist), in a letter, regretted tbo Unionist Party's changed attitude on the fiscal issue, .but they must do the'best possiblo with the preseiit programme. Speaking at the banquet Mr. Chamberlain predicted tho early return of a Glove'rnment who would establish Imperial preference, which, once established, no earthly power would, shake. ■
