Harcourt) said: "There is .no other sport in the country that'lias such a hold upon the community and that is so generally enjoyed as racing, and it behoves those in charge to see that an ollicient judicial control is exercised, and the sport kept clean. Wo have been fortunate in the class of men obtained, and the result of tlio experiment, so far as it has gone, has met with general approval." Mr. .Harcourt's remarks gave rise (at a. later stage) to some comment by Mr. J. J. M'Gratli on stipendiary stewards. If the latter were tlio case, then tlio money spent on stipendiary stewards was wasted. And if, as ho liad heard, tho stipendiary stewards could only make recommendations to tho racing club stewards, their office was unnecessary. Mr. A. E. Whyte, tho club's secretary, explained that tlio stipendiary stewards could call a meeting of stewards to inquire into any happening, but could only make recommendations. Mr. M'Gratli: Did they make any recommendations at tho last meeting? Mr. Whyto replied that they had .made recommendations at every meeting of the club, and tlio recommendations had always been given effect to. Mr. M'Gratli said that in that case they had bettor .have a .cliango.
