LABOURITE'S OPINION: (By Telegraph.—Press Association.) / Dunedin, Juno 23. An "Otago Daily Tinies" reporter saw Mr. R. Breen, secretary of the Trades and Labour Council to-day, and asked his opinion regarding the unsatisfactory. industrial position which lias arisen in Christchurch as a. result of the difficulty in getting recommendations from tho Conciliation Council made into awards when they come before the Arbitration Court. Mr. Breen states that in order to overcome tlio difficulty experienced in Christchurch—a difficulty brought about by the faujty drafting of Clause 2 of Section 7 of the Act—tho unions in Dunedin have (in every case where an award was sought) taken advantage of Clauso 13 of the same section, and lodged a formal ol>jeetion to tho recommendation of the Council of Conciliation. Clauso 3 states that, if any party to the dispute.signifies its disagreement with tlio recommendations, the dispute shall be referred by tho clerk to the Court for settlement, and tho Court mav incorporate the recommendation in the award. Mr. Breen went on to sav that if the words "filed by tho partics" had been replaced by the words and filed by the Court," everything would have been all right. Severa awards in Auckland were recently ruled out ot order under similar circumstances to those in Christchurch. Ho understood that tho Minister for Labour intended having the ■U-t amended in the direction indicated, and ithat in tlio meantime the Christchurch unions had better file formal objection to every recommendation agreed upon by the Conciliation Council being made into an award.
