Mr. Wickham, British Trade Commissioner in New Zealand, in his report on New .Zealand's trade, points out that British manufacturers are handicapped by British shipping companies accepting lower freights for foreign goods shipped at British ports than are levied on British articles, and that this tends to neutralise the benefits of the tariff preference.
