A NAVY WITHOUT POWDER.
ALLEGED FRENCH PREDICAMENT. By Teleeranh—Press Association—Cop7lltth* (Rec. September 24, 10.30 p.m.) Paris, September 24. The "Temps" says the Admiralty is ordering powder from Swedon and Italy to test it for use in the Navy. The "Temps" adds that half the French warships have no powder, and would bo unable to fire a shot if war were declared. It declares that it is essential to suppress tho present Government monopoly.
