INDIA'S NEW CAPITAL.
OFFICIAL PROCLAMATION. By Telesraph—Press Association—Copyright' Calcutta, September 18. A proclamation has been issued, formally converting Delhi and suburbs into a chief commissioncrship, thus inaugurating the new capital. Lord Hardinge, tho Viceroy, will take 1 up his residence in Delhi in December next.
