SAILORS UNABLE TO UNDERSTAND ORDERS. By TeleeraDh-Press Aesoci&tion-CoDjrieht London; September I.' A Court of Inquiry regarding the loss of, the steamship Mark Lane; at Gibraltar has called the Board of Trade's attention to the fact that foreigners ignorant of English are unable to differentiate between orders relating to port and starboard, alnd that this is a contributory cause of much loss of property. Tho Court considers the employment of such men is a breach of tho Merchant Shipping Act.
