PORTUGUESE ROYALIST LEADER RESIGNS. '- By Telesraph—Press Assoclatlon-Copjilaht (Rec. August 18, 5.5 p.m.) London, August 17. Router's Madrid correspondent states that Captain Conceiro, the Portuguese Royalist leader, has issued a manifesto in which ho declares that ho is thoroughly discouraged, and that any attempt against the Republic'in Portugal is doomed to failure. Ho has resigned the command, of the Portuguese Royalists.
