The "Times's" Parliamentary correspondent declares that it is proposed to give- the Irish Parliament power to vary the- Customs rate- within defined limits,, without power to vary the articles whereon it is levied. Irish taxation will bo maintained in consonance with the financial system of the United Kingdom.
