Details of tho lighting at Kuldja, wlioro many Manchus weio killed, show that a Chinese brigadier-general rebelled, seized the arsenal, and razed tho fortress. He has been arrested by tho local authorities. Tlireo hundred aud fifty Manchus wero killed, including two Governors. A. school with 07 pupils was burned. Proclamations have been issued announcing tho establishment of the Republicans' Government and guaranteeing order. Peking, January 12. Shensi and Shans, revolutionaries, have entered Honan. The Government, realising that tho Peking-Hankau railway is menaced, are concentrating troops from Hanyang and Hantau, in ordor to attack the revolutionaries. THE NEGOTIATIONS WITH RUSSIA. Peking, January 12. In view of internal troubles, the negotiations with Russia over Mongolia have been transferred to St. Petersburg. It is understood that China is prepared to discuss tho railway proposals, but not to recognise the justice of the other Bussian claims. i * - —
