SUBSTITUTE IN NATIVE CASES. By Telegraph-Press Association-fcopyright (Rec. December 21, 10.30 p.m.) Capo Town, December 21. The Southern Rhodesia Council has resolved that (rial by jury is uusuiled for cases where Europeans aud natives aro mutually concerned in crimes of violence, and has requested tho Administration to provide a substitute.
