A BAD BARGAIN.
FRANCE AND MOROCCOSACRIFICES FOR A SHADOWY GAIN. SOCIALISTIC CRITICISM. By Telerrapb—Press Association—Copyrtffbt (Ree. December 20, 11.30 p.m.) Paris, December 20. In tho Moroccan debate in the Chamber of Deputies, .11. Benoist stated that trench policy in Morocco sinco 1902 had been wholly a series of mistakes, and had been vitiated by a systematic ignoring of Germany. M. Jaures, tho Socialist leader, declared that France was now paying for her mistakes. Notwithstanding her sacrifices in the Congo, France had ultimately established only a shadowy protectorate in Morocco. German capitalists possessed Ihe southern mining concessions in Morocco and tho railway construction stipulations also strengthened Germany's position.
M. Jaures also accused the Government of encouraging Italy to snatch Tripoli.
