Soruo of the newspapers allege that when tho Moroccan question was acute tho suspicions of, the postal officials wcro aroused by heavy British remittances to non-commissioued officers for plans of the harbours, water reservoirs, and naval signal codes. Tho newspapers add that the first squadron of tho North Sen fleet remained at sea several weeks because plans of Wilhclnishavcu had .been betrayed to Britain, enabling it to explode the harbour gates and bottle up tho fleet. AFRAID OF THEIR STRONGHOLD. (Roc. December 19, 11.15 p.m.) Berlin, December 19, The newspapers publish further Wilholmshaven stories, and add that tho reason tho German fleet remained 'at sea was not to guard against a sudden onslaught, but becanso it dared not enter the harbonr, fearing that it would be imprisoned there. • ,
