LETTKK TO SIR JOSEPH WARD. (By Telegraph—Special Correspondent.) Timaru, December in. Captain Maco, of the s.s. Annerley, hafl instructed Messrs. Perry, Terry, iiii«l lCimuriivy, solicitor, l , of Tiimiru, to commence proceedings against the "Hallway l)c|Kirl.iiiunl for damages for tlio detention of his vessel in conse<|iicncc of (ho Department, under instructions from tlio O'ovciumenl, refusing to discharge cargo handled by the Chinese crew after the waterside workers had refused to discharge Hie ship, oven at the increased rule which they were demanding, Captain Maco has also addressed the following letter to Sir Joseph Ward:— "S.S. Annerley, Timaru, December 19lh. "The KiglilHon.Sir .1. 0. Ward, B;u+., Prime Minister of New Zealand. "Si?,—Before leaving this country, I desire to enter a very strait; protest against the way in which 1 have been treated by.those who arc at present intrusted with Iho administration of tlio public, affairs of tlio Dominion.' Yon, us Prime Minister, have not only interfered lo prevent the Railway Department from doing its duty as a carrier in discharging my ship on the ground that I liava a Chinese crew, but, up till the present time, you have not. even replied to my telegram to you of Doecmber 12, in which I requested that arrangements lx> mad« to continue the railway service for discharging the vessel. I have yet to learn that my owners, in shipping a Chinese crew and paying them at. European rates, have committed any offence, against the law of this or any other British Dominion, and T have yet to learn that New Zealand is governed, not by the law of the land, but by the ipse dixit of its Prime Minister. I will only add that, aa <i Government Department has, at tho request of a labour union, not only refused my owners their rights, but put them to considerable loss and inconvenience through what I believe to 1)0 x flagrant breach of contract, I will seek from the Courts of the Dominion th« justice which lias been denied to me by its Prime Minister and his Cabinet.
