The Merchant Service Guild has 6ubmitted to the Shipping Federation a suggestion for tha improvement of conditions for officers and men, including the payment i f the local rates of wages when vessels make a prolonged stay in Australian and New Zealand waters. From to-day inter-Stato shipping fares and freights have been increased by five per cent, to cover tho increased expenditure, as tho result of the recent improved wages and conditions which the Arbitration Court awarded the seamen.
