EUSSIAN FORCES ADVANCING. B7 Teleirraßh—Press Ae6oe'itlon-CopjrrlElil (Rcc. December 11, 11.25 p.m.) London, December 11. The Teheran correspondent of "The Tiraos" states that the Russians will reach Kazvin, 90 miles north-west of Teheran, on Wednesday.
Tho Porsian Cabinet is disposed to grant concessions, but is anxious to retain Mr. Morgan iShuster, as TreasurerGeneral, as he is the only man able to atop plundering in tho Treasury.
It is expected that Russia and Great Britain will agreo to abolishing tho liejliss, or Turkish Parliament, established in 1905.
