FRENCH COMMENT. Paris, December 7. The newspapers sevorely comment on tho speech by the German Chancellor (Herr von Bethmann-Hollweg) in reply to that made by Sir Edward Grey, Bri'tish Foreign Secretary, in tho House of Commons recently.
