ME. ASQUITH'S VIEWS. Hy Teleisraph-Press Association—Conytiehl London, December i. Hγ. Asqnith, Prime Minister, in a preface to a Homo Rule publication, states that the Parliament Act had destroyed tho perpetual bar erected by tho House of Lords, but that it is the essence of tho Parliament Act that a Bill which becomes law under its operations must commaud, during three consecutivo sessions, tho unswerving support of the House of Commons, which is dependent, in its turn, on tho stable, consistent public opinion of the constituencies. This sentonce is interpreted in some quarters as an appeal to tho House-• of Lords to reject Home Eule.
