Lord Lansdowne, addressing 1210 delegates to the Libornl Unionist Council at Dorby, said that tho Government ha.l embarked on a frenzied career of revolutionary legislation, and having broken tho Constitution wero forcing through revolutionary measures which the country had not considered, and had not approved. They wero guilty of gross and intolerable usurpation of power; they had scattered public money lavishly, multiplied appointments, and had created a bureaucracy more numerous and arrogant than the country had ever known. He believed the principle of contributory • insurance was just and wise, but tho National Insurance Bill alarmed many important interests. Lord Lansdowne combated Homo Rule, especially federal. He said Mr. Birrell had been suggesting a federation to ultimately includo the overseas Dominions. It was absurd to think that the great Dominions wouid come in at the tail of the hunt into a scheme prepared to suit Mr. Redmond's dictation. Tho first duty of Unionisto was to restore the Constitution and continue Mr. Balfour's Irish policy.
