Accordiug fo a statement in the "Ivieler Nuueslo Naehrichten," which has not been contradicted, Ibo Government has prepared a Navy Hill, involving nil additional outlay of £17,500,000, spread over seven years. Other newspapers drclaro that tho Government will not introduce a. Bill for that purpose, bill is studying other means of mooting the public wishes. Tho "(jermanin'' declares (bat a new Navy Hill would bo such sharp provocation fo England as might immediately lead to war. ' Tho Socialist newspapers accuso tho "Germania" of hypocrisy, which is intended only for the eleclions. Apart from the. "Germania's" protest to tho alleged Bill, tho only other objections to a naval increase emanate from tho Socialists and Radicals. DECISIVE STAND URGED. Berlin, November 20. Tho "Frankfurter Zcitung" urges a decisive stand to prevent the prevailing irritation with England being used as a pretext for another alteration to tho navy law in tho direction of an increase, which has been hitherto considered unnecessary. It warns Germany that for a certainty Britain's correspondingly increasing Navy might compel even Mr. Asquith's Government to introduce new ravonuo duties, which would bo the precursors of genuine protective duties seriously injuring German trade.
