Maissin, manager of the Font de Bois gunpowder factory, in a statement declared that his predecessor was responsible for the powder causing the Jena and Liberte disasters through remanufneturing old powder and delivering it to the naval authorities as new. M. Louppe, exmanager, declared that ho manufactured in accordance with tho regulations. Both were charged before the Commission of Inquiry.
