POWDER SCANDALS.
FRENCH MINISTER'S STATEMENTS. By Toleerupb-Press Association—Oopyrtenl (Rec. November H, 10.30 p.m.) Paris, November 14. During tho "powder scandals" debate in the Chamber of Doptities, tho Minister for War declared that ho did not need to seek tho guilty party, although there had been inertia and negligence. General Gaudin's report showed that tho whole output of powder at tho Pont do Bois works during tho last twelvo years is suspect. Measures are being taken to provide tho utmost scientific inspection. M. Maissin, manager of the Font de Bois gunpowder factory, in a statement declared that his predecessor was responsible for the powder causing the Jena and Liberte disasters through remanufneturing old powder and delivering it to the naval authorities as new. M. Louppe, exmanager, declared that ho manufactured in accordance with tho regulations. Both were charged before the Commission of Inquiry.
