The Marine and War Ministers' proposals to raise a loan for naval and military expansion resulted in a, crisis. The Finance Minister opposed, and tho Premier, under pressure of tho Bankers' Association and public opinion, decided against tho loan, giving tho Marino Minister the alternative of -withdrawing or resigning.
