THE DEFEATED EMPOWERING BILL. (By Telccraßli.-Snocial Correspondent.) Wanganui, November i. The Harbour Board had long, and, at times, heated discussion last evening on the fale of (he Empowering Bill which recently failed to pass through Parliament. There was eonsiderablo recrimination between the town and country members, the former evidently being sore at the defeat of the Bill, while the countrv members wore correspondingly elated. The former expressed themselves as willing to support a Bill providing for a fairer rating area, so long as the advice of an outside, and completely independent, engineer was obtained, ft'was finally decided to set up a committed (including town and country members) to make arrangements for the introduction of a new Bill early next re.vioii, and to invite both the county council and borough council to meet (he board in conference to trv and arrive at an nprcrmont on the matters in dispute. Notice of motion was a!«o given to the effect that the beard obtain the advice of an independent engineer to report on the harbour scheme of the board's engineer. The resident engineer was instructed to prepare a report for next meeting outlining works that could be gone on with in tho meantime with tho money still in hand.
