MOROCCO.
THE FRANCO-GERMAN AGREEMENT. By Telegraph—Press Association—Copyright Paris, November 3. M. Do Selves, French Foreign Minister, announces that the Morocco Convention covers the Congo, libangi, and Logono basins, Franco ceding 180,000 to 250,000 kilometres (111,780 to 155,250 miles), but retaining territory for tho building of railways to link up French Equatorial Africa. Germany recognises France's Protectorate over Morocco, and will not place any obstacles in the way of military, Judicial, or economic reforms. Future disputes regarding tlie Agreement are to be referred to Tho Hague Tribunal. Berlin, November 3. Herr von Lindquist has resigned the Colonial Secretaryship, disapproving of the Agreement.
