Discussion by tho committeo of tho Sugar Convention on tho Russian request for a modification of tho 1907 protocol to cnablo Russia to increase her exportable quota of sugar from 200,000 tons to 100,000 tons annually has been postponed. Under the Brussels Sugar Convention Great Britain, Germany, franco, Belgium, Holland, Austria-Hungary, and Italy agreed for five years, from "September, lflU'3, to suppress direct and indirect bounties upon the production or export of sugar, and to impose a countervailing duty on bounty-fed sugar from other countries. The agreement was renewed for a further term in a modified form, a condition of Great Britain's adherence to it being that Russia should become a party,
