REFORM BY THE NEW CABINET. By Tcleeraph—Press Association—Copyricht Ottawa, October 17. The Canadian Parliament has been summoned to meet' on November 15. Extensive reforms in conncction with the Militia Department aro promised, and tho readjustment of outstanding provincial grievances is planned. The Reciprocity agreement will not appear in the llouso again. Tho .Dominion Government' has ordered an investigation into the expenditure on the Trans-Continental Railway, and has also ordered a cessation of work on the Moncton (New Brunswick) Railway, the cost- of which lias boon enormously in excess of tho sum first fixed.
