"Tho Times," in commenting ou eome correspondence in its column?, eays tho great majority of the Unionists will demand to know clearly whether the recent-ly-formed Halsbury Club is designed to promote a policy independent or hostilo to that of Air. Balfour and Lord Lausdowne. "Tho Times" emphasises the fact as suggestive, and possibly ominous, that a majority of tho Peers supporting the club aro drawn from those voting against Lord Lansdowne's advice in tho division on tho Parliament Bill in the Houso of Lords.
