Twenty transports, bringing 15,000 men, are expected to-day. The Italians havo stopped caravans, including 120 camels laden with flour and other provisions for the Turks. The Turks made renewed brisk attacks at the Humiliana Well, with a view to diverting attention from tho passage ot the caravan, but were repulsed, losing a Maxim gun. J Two hundred men have been wounded in various engagements. The Derna's rifles were distributed to any applicant, with tho result that everyone in Tripoli is in possession of a Mauser, which many are unable to use, and have gladly surrendered in response to tho Italian offer. FOREIGN ATTITUDE. AUSTRIA AND GERMANY. (Roc. October IC, 11.10 p.m.) Vienna, October 16. The newspaper "Reichspost," tho mouthpiece of the heir to the throne and of military circles, endorses the German newspaper complaints that Austria has latterly shown a coolness to Germany over the Moroccan question, which has been markedly in contrast with her friendliness with Italy in tho Tripolitan conflict.
THE KAISER INTERESTED (Roc. October 16, 11 p.m.) Berlin, October 16. It is officially reported that tho Kaiser has invited the Italian Ambassador, Signor Pansa, to confer with him on the political situation. The Ambassador's intended interview with the Foreign Minister, Heir von ICiderlen-Waeohter has consequently been postponed. APPEAL TO THE HAGUE. TURKISH FLEET PUTTING TO SEA. (Bee. October 16, 9.45 p.m.) Constantipole, October 16. The fleet is leaving for tho Dardanelles. Tho Porte has promised to support Mr. TP. T. Stead's suggestion that, failing mediation by the Powers,' Turkey should appeal to tho Hague. Arbitration Tribunal. RUSSIAN FLEET UNDER SEALED ORDERS. (Rec. October 16, 11.10 p.m.) St. Petersburg, October 16. Tho Russian Black Sea fleet has left Yalta, in the Crimea, under sealed orders. DISSATISFIED DEPUTIES. TURKISH PARLIAMENT OPENS. Constantinople, October 15. The Grand Vizier read tho Speech from the Throne at the opening of Parliament. The Chamber re-elected Ahmed Riza President by 66 votes, as against tho 55 votes given for the Opposition candidate. The Unionists and tho Opposition discussed the now Cabinet. The Opposition insisted on Kiamil Pasha being Grand Vizier, and the Unionists suggested a neutral person. The Chamber adjourned without any decision being reached. TRANSPORT IN THE SUEZ CANAL. TURKISH TROOPS LANDED. Cairo, October IS. The Turkish transport Kaiseri entered tbe Suez Canal and landed troops at Kaatara, on the eastern side of the canal. They are destined for Palcstino, via El Arish, and are being escorted by Egyptian coastguards. The Kaiseri has been trnn?fored into a hospital ship, and is proceeding into tho Red Sea. WAR RISKS. UNDERWRITERS" RATES. Melbourne, October 10. Tho local Underwriters' Association has reroived a cable message from tho London underwriters, notifying that an agreement regarding war risks has been signed. The charges day by day to and from Australia, including New Zealand, United Kingdom, and tho Continent arc-.— Steamers outward bound: One-fifth per cent, via Suez, one-sixth per' cent via Cape. Steamers homeward bound: One-eighth per cent, on both routes. Sailers one-quarter per cent, on neutral goods carried by neutral vessels for neutral ports.
"A LEAGUE OF HATRED." Constantinople, October 15. Tho newspaper "Tanin" is organising a Loague of Hatred, the members of which must do their utmost to injure Italy. BLACK SEA GRAIN TRADE. St. Petersburg, October 15. In reply to Russia, the Porte states that it will permit neutral grain ships bound for neutral ports to pass through the Dardanelles, but that cargoes consigned to Italian harbours for the military authorities or for contractors for war supplies will be stopped. ! ■ POSITION OF SAMOS. Rome, October 15. Italy has notified tho Powers that sho considers the island of Samos, off the coast of Asia Minor, on which it was reported Turkey waa landing troops, neutral territory. [Tho island is a tributary principality belonging to Turkey, but with its selt'-govornmcnt guaranteed by tho Powers.] ■ AN ITALIAN'S RUSE. Tripoli, October 15. An Italian official, accompanied only l'y an officer and an interpreter, induced forty Turks, who wcro strongly barricaded outside Tripoli, to surrender. Ho pretended that a largo force was approaching to occupy tho building.
