ASSOCIATION'S ANNUAL REPORT. Tho third annual report of tho Kilbirnio Ratepayers' Association, to bo presented at tho meeting this ovoning, states that tho association during the year lino boon instrumental in bringing before'tho Wellington City Council, tho Underwriters Association, th* Polico Department, and others, matters pertaining to tho interests of ratepayers and residents generally. Tho promise made by the Mayor, of tho maintenance of the reserve has been fulfilled. A sum of about X 250 has been spent in improving tho ground, and though tho pipe-testing yard is still an eyosore, your committco have an assiiranoo thai as this work will chortly be completed in tho district tho yard will then bp removed. As tho actual work of reclamation has not yet been 'commenced (X2OOO was, after much agitation, placed on the current estimates by the Muyor), tho association is endeavouring to havo this now done, and as tho reply of'tho city engineer to our iuquirios is not deemed satisfactory wa have applied for a meeting with tho Mayor. Action is recommended to bo taken to havo that portion of tho town bolt naming parallel to Charles Street and Moxham Avenue set aside and laid out in ornamental gardens. The district lias not been well treated,in tho matter of baud perforpiances, and the committee is making preparations to havo this rectified, Tho committee asked that the time for the issue of workers' tickets bo extended to 8.30 a.m., but this was not conceded. Residents complained of tho dangerous nature of tho road at tho Kilbirnio terminus, and this, on representation being made, was put in order. The association was instrumental in having a number of extra oars put on dn> iug tho "rush" hours thus receiving a seven-minute service at these times. The association also usluM that unother dress-ing-shed lie erected in closo proximity la that at Topp's conicr, thus giving separate sheds I'or men and women, but tho oouncil could not seo its way l« accede to this. "In view of the very largo number of people both resident in Kilbirnio and Newlown who mako use of the sheds," status the report, "your committee recommends that consideration bo given to the question of erection of proper baths. During tho year n considerable length of footpaths in tho district was asphalted, and oiio asphalt crossing put down. The association has endeavoured to obtain further crossings, but wero assured that all tho money allocated for asphalting in this year's estimates was now spent. Tho stormwater troublo is still a serious matter at various points, but this can hardly bo rectified until tho proper storm-water system is initiated. Residents aro reminded of the facilities afforded of obtaining the drainage under tho deferred payment system.
