4 - FORMED BY THE STALWARTS. By Telegraph—Press Association—Coovricht London, October 13. The "No Surrenderors" (or "Stalwarts"), those members of the House of Lords who backed up Lord Halsbury (ex-Lord Chancellor) in his insistence ou the Lords' amendments to the Parliament Bill, have formed a club. It is called "The Halsbury Club," and consists of members of both Houses of Parliament. Its avowed purpose is the restoration of a free Constitution. Lord Halsbury has been appointed president and Lord Selborno chairman of the club.
