Tho "Daily Chronicle's" Vienna corrcs. pondcnt reports that negotiations are proceeding between Germany and Britain with tho view of arriving at on agreement for reducing armaments. Germany took the lead, and approached Britain in the spring. Tho Chancellor (Herr von Bethmann-Hollweg) does not expect that the Reichstag will increase tho naval outlay.
