APPEAL BY LORD ROBERTS.
BRITAIN LAGGING BEHIND. By Telegraph—Press Association—Copyright London, October 9. Field-Marshal Lord Roberts has published an appeal to the nation seriously to consider the questions of social reform, Imperial unity, and defence, all of which aro interwoven. He declares that the Navy is rapidly boing approached-by other navies, while the Army is quito unfitted to moot tho demands that might be made on it at any moment.
