RESOLUTIONS CARRIED. The annual meeting of delegates to the New Zealand Employer.-. , Federal ion was continued yesterday. The proceedings wore not open to .the press, the record of what occurred l>oiug supplied, by the secretary (Mr. W. J. I'ryor). Tho discussion on the question of preference to unionists, which was interrupted by the adjournment the preceding evening, was resumed yesterday morning, and a resolution was passed affirming the policy of the federation'in opposing preference. The effect of recent legislation on the goldmining industry was fully discussed, and' the 'following rosoluHcns • adopted:— . "That as the gold mining industry, with a few exception?, is in a. very unsatisfactory state, the tax of 3d. per oz. is an improper and harassing burden, detrimental to its interests, and we ask ior its removal." "That it is desirable, in the interests of the gold mining industry to introduce-into the Mining Act Amendment Act a clause similar to that embodied in the Victorian Gold Buyers' Act, 1907—Clause No. 38. "Dual Taxation: That {the Premier be asked to remedy this taxation, as being extremely unfair and directly opposed to the interests of the community, employers, and the development of the resources of the Dominion." The following resolution relating to the Land and Income Assessment Act was carried:— ' ■ •

'"That the Premier be urged to give effect to the promises made by him to amend the Land and Income Assessment Act in. tho direction of removing the special tax imposed" on the owners of some industries upon the materials used in addition to the' ordinary profit made by him by tho use of the material referred to in connection with his business.

At yesterday afternoon's session, the following resolutions were carried:— "That the Industrial Conciliation and Arbitration Act be amended so as to give, the Court power to make ' Dominion awards after hearing evidence in one or more centres as the Court deems fit and proper." "That tho Industrial Conciliation and Arbitration Act be amended so as to provide that sittings of Councils of Conciliation shall not be held within fourteen days after notice has been given to the '"That tho Industrial Conciliation and Arbitration Act be amended to pTOvido that Councils of Conciliation be prohibited from sitting.within fourteen days of,, or during the regular session the Arbitration Court in any district.' • "Tho amendment of Section 3S Amendment Act, 1908. to prohibit the Commissioners from adding parties to a dispute without giving three days' notice of his intention to do so." "That, in tho 'opinion of this federation, enforcement cases should be heard • Arbitration Court, or, failing such provision, there should be the free nsrht of appeal from magistrates' decisions."When application is made by an association or union for registration, tho liogistrar shall give notice of such application by advertisement in the local newspapers for a given period, during which time workers or employers inferest- [ in the industry or industries affected jv the application for registration may •>i>ject to such registration. The. decision " the Registrar with respect to the' application and objections may be appealed from- the- Court of Arbitration." "That as the scarcity of suitable labour is having a very serious effect upon many ■■i the industries of tho Dominion, and as the position is daily becoming more and more acute; this meeting appeals to the Government to take into its immediate and serious cftnsidcration tho gravity of the position with a view to remedying the evil." ' .... "That this federation consider it necessary, in tho interests of trade, that uniform hours of work should be adopted n allied trades." Tho conference terminated last nignt with votes of thanks to tho Parliamentary'and Advisory Committees, and secretary (Mr. , W. Pryor) for their services during the past year, and to the presi- 1 driit (Mr. Wm. Hopkirk) for his valuable work as chairman of the conference. .
