RE CIVIL SERVANTS. (By Tclcerapu- Special CorresDondent.l Chrislchurch, September 21. A point was made by Mr- 11. 1). Acland last evening when speaking on the subject of civil service reform, and tho appointment,of a Civil Service Board. to said that his experience of the Civil Service of Christchurch was that they were both courteous and competent. o regarded it as rather a curious commentary on their ability that, after they had done their work, it had to bo sent on to Wellington. There it was overhauled by other civil servants, whoso busineid it was, apparently, to seo if they could upset what had been done. i'he duty of the Wellington man was to see if he could ''take- a fall" out of the civil servant in Christchurch, iind so delay the public service. Theie was far too much centralisation, and far 100 many civil servants in Wellington, ■ and (hat was largely tho result of political influence.
