At Balmoral King George bade farewell to Sir Thomas Gibson Carmichael (exGovernor' of Victoria), who has been appointed Governor of Madras in succession to Sir Arthur Lawley, and invested him with the insignia of the Grand Cross of the Indian Empire. His Majesty also knighted Mr, G. R. Askwith, of the Board of Trade, who has done good work in connection with the settlement of strikes.

Sir Thomas Gibson-Oarmichael, the. lato Govornor of Victoria, was bora oil March 18, 1859. After taking his degrees at St. John's, Cambridge, Sir Thomas beoamo identified with politics, and prior to his advent to Victoria had been a trusted Advisor to Scottish Liberalism for many years. Ho was private secretary to Sir George Trevelyan and the late Lord Dalhousio when thoso gentlemen were Secretaries for Scotland. In 1895 he succeeded Mr. Gladstone as membor for Midlothian, and ho represented tho constituency for five yews, when he retired. Ho is deeply interested in agricultural affairs, and is a famous brooder of polled Angus cattle. Mi. 0. li. Aslcwith, who bv this time ought to know all there is to know about industrial warfare and industrial diplomacy, is the son of an army officer, and is now in his 50th year.' Besides his post at tho Board of Trade he holds one of the most antiquated offices in London, that of Steward of his Majesty's Manor of tho Savoy, w-hose Court Leet, embracing the inspection of the Savoy boundaries each year, has held its annual meeting every year for more than six centuries.
