Cape Town, September 15.

Tho Union Government has introduced a drastic Bill restricting the number of race meetings, and prohibiting betting at any sports with the exception of horse racing, and then only on a racecourse. This means- the totalisator. The Bill abolishes the business of bookmaking, and prohibits tho publication of ante-post betting or ante-post information relating to races run either inside or outside tho union. The Government will take 2 per cent, of tho gross takings of tho totalisator, plus 2 per cent, of tho profits,
