« NEW BATTLESHIP LAUNCHED. By Telegraph—Presa Association—Copyright (Rec. September 11, 9.55 p.m.) St. Petersburg, September 11. ,The Tsar witnessed the launching of tho new battleship, the Potropavlosk. The Admiralty contemplates tho,provision of a forty thousand ton floating dock in. the Black Sea. The dock will bo built in England. Tho Petropavlosk is ono of our battleships, and will have a displacement of 23,0t0 tons and a speed, of 23 knots. £Tcr main armament will consist of twolvo 12inch, guns. From a series of interviews with tho new chiefs of tho Russian Navy, states "Tho Times" correspondent, it appears that the Admiralty reorganisation is now assured. The Duma has voted 150 million roubles (;£15,000,000) for immediate shipbuilding in the Black Sea and an equal sum for the Baltio. The immediate naval programme includes four Dreadnoughts and six submarines for tho Black Sea and four Dreadnoughts for tho Baltic, in addition to the four now under construction. A small island at tho mouth of the Neva will bo transferred to the Admiralty tor a new dockyard.
