The Foreign Affairs Committee, reporting to the Senate, on the Anglo-American Treaty, characterised it as a breeder of war, not a maker of peace. SENATE NOT CONSULTED. i (Rec. Aug, 17, 0.23 a.m.) Washington, August 16. The Senate Committee's objection to the Anglo-American Arbitration Treaty is based wholly on the failure of tho contracting parties to consult the Senate before making the treaty, as provided by tha United States Constitution. A minority report will be presented by tho other members of Affairs Committee next week.
