TEACHERS' APPEALS.
LEGISLATION INTENDED.
Tho present right of appeal under tho I'ublie School Teachers' Incorporation and Court of Appeal Act is confined to coses of dismissal and suspension, it does not apply to transfers. A question in Parliament, put by Mr. Colvin, elicited the following reply froln tho Minister for Education (Hon. G. Fowlds):— "It appears from Section 55 of tho Education Act, 1908, as amended by Section 14 of the Education Amendment Act, 1908, that a transfer of a teacher from ono position to another is an appointment. _ The view of the Department has accordingly been that if the lonelier dooa not consent to lie so transferred the transfer involves a dismissal from his former position, and ho has a right of appeal under Section 20G of the Education Act, 1908. But, ns under some circumstances a teacher may reasonably object to a transfer, and yet feel compelled to remow, under protest, from rho one school to the other, he would probably lose his right of appeal. There is some doubt about tho legal position, and I propose to introduce legislation making the matter clear." ,
