MR. HALLY ON CONCILIATION.
e '•THE ONLY FRICTION." Mr. P. Hally, Conciliation Commissioner for tho Wellington, Marlborough, Nelson, and Wostland Industrial District?, reports that during the year ended March 31, .1911, 25 matters received consideration. Of this number 19 woro dealt with to the satisfaction of all concerned, in 5 cases partial agreements were arrived at, and in one dispute tho whole reference was submitted to the Court. Seven of the cases were arranged satisfactorily between employers and employers without appointing assessors; tho remaining 18 disputes w-sre dealt with by Councils of Conciliation. "During the year," says Mr'. H'nlly, "there has been very little difficulty experienced in effecting satisfactory adjustments between parties. The only friction that has occurred has been brought übout through the opportunity presented by the Act in allowing persons other than those directly interested in the dispute to take part in proceedings. This certainly does hinder tins process of conciliation, which can be more effectively accomplished if the work is left entirely in the hands of those immediately concerned—viz., employers and employees."
