Tho General Officer Commanding the Forces shall ho the president, and the military lioMs of departments on the Headquarters Staff "hall be the vice-presidents and ex-officio members of the council. The council will consist of an executive officer and a committee of not less than ten or more than twelve members. Ihe executive officer will be appointed bj the General Officer Commanding. 110 will be the chairman of the council, and will have full control of the annual rifle meeting, subject always to regulations approved by the General Officer Commanding. tho committee will be composed of two or more officers selected by tho General Officer Commanding, and two officers from each military district nominated by the officer commanding tile district and approved by the General Officer Commanding. The executive officer, while acting as such, will he temporarily attached to the Statf. The committee shall he nominated annually prior to April 1 (on which date the function of t-ho former committee shall cease). The objects of the Dominion Council shall be the promotion and conduct ot all international and Doininion rule competitions, and the decision on any question in connection with rifle shooting which may be referred to it by any district or group rifle association. I[ ,e annual m'eetiug of tho council shall be held at Wellington in tho month ot March. The Executive Officer and the Director of Military Training shall, arrange a programme and compile rules and regulations for the annual prize meeting ot the association. They shall expend any grant that tho Government may make to th 9 association, or any other funds of the association, in prizes at thfe meeting, or in such other manner as they may think fit for the benefit of the association, ami submit the same to the General Oflicer Commanding for approval. The council shall annually appoint an auditor or auditors, who will, as soon as possible after tho annual, prize meeting, draw np and present a balance-sheet for presentation to the. next meeting of the council, ij, copy of this will be sent to the General Officer Commanding. Tho council shall have power to alter, amend, or cancel any portion of the programme or regulations for the annual meeting, subject to the approval of the General Officer Commanding. Tho executive officer shall appoint the necessary administrative staff (who shall not be competitors) to assist him in carrying out the annual rifle meeting, in addition to such other officers as may be detailed for range duties. A secretary shall be appointed, and lis shall reccivo such remuneration as the council may decide, subject to the approval of the General Officer ■ Commanding. Tho Oflicer Commanding tho District shall encourage the- formation of district, or group rifle associations. The Oflicer Commanding the District shall be the president (ex officio I, and shall felrct and appoint a committee of management, consisting of the officers commanding brigades, the general staff officer, and . five other representative officers, one of whom is to be n rifle club president. This committee will act as a. consultative body, and will assist the Officer Commanding tho District in all matters affecting tho interests of rifle shooting in the district. Every such association will send to the Officer Commanding the District, on or before the last' day of February in each year, au annual report and return, jfonev. grants from the defcncs vote will only 'be made for rifle shooting of n strictly military, character conducive to the training of the force. Tho rules of tho district and group riflo associations, as well as the proposed programmes of all rifle meetings, shall be submitted for tho. approval of the General Officer Commanding. ... Officers commanding districts will', on all occasions, do all in their power to promote the success of the annual competitions of the various rifle associations. They will promulgate within tho limits »f their respective commands all notices forwarded to tliem by the council or committee of the ; different association!!, and especially direct attention to the data on which returns of entries or ,other matters are to be rendered. Theso regulations are not intended to interfere with local rifle associations, or inter-regimental or company matches, which may be carried out so long as no expense is entailed by the Defence Department either in grants .or railway privileges, other than thoso provided for in general regulations.
