HOME RULE FOR SCOTLAND.
A BILL. INTRODUCED. By Telozraph—Press Associat'on-CopyrieM London, August 10. Sir J. H. Dalziel, Liberal member for Kirkcaldy Burghs, will introduce a Scottish Hoine Rule Bill on Wednesday next. Tho Bill proposes that a Parliament shall sit at Edinburgh, consisting of one hundred and forty-four members—two members from each of the present constituencies. Tho Bill does not proposo to make any change in the present representation at Westminster until a Federal system is adopted.
